The Typical Development Entitlement Process
Step 1 - Contract Initiation
Following mutual acceptance of the contract between a landowner and KinNol Properties, we will begin a feasibility study. During the feasibility study, our engineering consultants will prepare layout options for the property. KinNol will present the layout that maximizes the property’s potential to the presiding jurisdiction for review and comment in a Pre-Application Conference. If necessary, layout changes will be made to satisfy any of the jurisdiction’s concerns. It is through this process that KinNol Properties will solidify the property’s development potential.
Step 2 - Prepare Land Use Application
Our engineering consultants, along with KinNol Properties, will work to gather information from the site. This information, along with the layout, makes up the property’s application for development, the Land Use Application. During this time, several consultants will be attached to the project and the various types of information collected may include a Boundary Survey, Topography and Traffic Study, Vicinity/Circulation Mapping, Existing Conditions Mapping, Preliminary Utilities Plan, Preliminary Grading, Drainage and Erosion Control Plan, Storm Water Report, Landscape/Mitigation/Tree Preservation Plan, and Written Application Narrative.
Step 3 - Land Use Application Complete
Upon receipt of the Land Use Application, the jurisdiction will evaluate the application material to ensure all items are present and attached to receive a proper review and approval. If the jurisdiction decides it needs additional information, they will request it during this time.
Step 4 - Land Use Application Approval
Once the Land Use Application is deemed complete, the jurisdiction will work toward approval of the site, also known as the Preliminary Plat Approval. Depending on the type of project, this process may include hearings, officer review, planning commission approval and/or city council approval.
Step 5 - Prepare Construction Drawings
Once the jurisdiction has approved the general Land Use Application, our engineering consultants and KinNol Properties work together to produce the engineered construction drawings (Civil Engineered Plans) and documents that will be used by the contractors to build the site into the subdivision development.
Step 6 - Construction Drawing Approval
The jurisdiction will review the Civil Engineering Plans and work with our engineers on the necessary changes. Following final approval of the plans, the jurisdiction will hold a meeting with KinNol Properties, our engineering consultants, and our construction contractors to review the project schedule and process. At this point, construction can begin.
The steps above detail the development entitlement process prior to closing and construction. Project process may vary depending on site needs. Many require re-zoning, annexation, etc.
